Kubrakov explained why MIU was merged with the Ministry of Regions

 

Oleksandr Kubrakov, who was appointed as the Deputy Prime Minister for the Reconstruction of Ukraine - the Minister of Development of Communities, Territories and Infrastructure yesterday at the meeting of the Verkhovna Rada, told why the Ministry of Infrastructure and the Ministry of Development of Communities and Territories were united, writes CTS.

According to him, the unification of the two ministries aims to achieve one key goal - to increase the efficiency of the executive power in the issue of reconstruction management.

"This is especially necessary now, when our team, together with international partners and the public, is developing a Digital Reconstruction Management System, as well as gradually filling the Register of Damaged and Destroyed Property. These integrated systems will cover not only transport infrastructure, but also what previously, the Ministry of Community and Territorial Development was responsible for regional development, construction, development of housing and communal services," Kubrakov emphasized.

He also said that the combined ministry will have a better understanding of the overall picture of destruction and reconstruction needsthat, in turn, will make it possible to significantly improve the digital management of reconstruction. Including, it is important for communities, who need to understand what is happening with the restoration and know that their position will be taken into account and their opinion heard.

"In addition, our team has successful experience in the implementation of large-scale projects in cooperation with foreign countries and businesses, international financial organizations. In particular, with the joint efforts of the government in cooperation with the World Bank, we managed to launch the process of forming a Trust Fund for the restoration of Ukraine, start strategic cooperation with the USA, Great Britain, Turkey regarding the rebuilding of the infrastructure," Kubrakov added.

Also, according to him, another important area of work will be the completion of the started reforms in the field of construction.

"Together with people's deputies and other ministries, we are already working on initiatives to digitize construction processes, decentralization in the field of urban planning, and strengthening responsibility for violations. We have something to offer, because MIU has a successful experience of anti-corruption reform in Ukravtodor, changes in the pricing and procurement system in the road sector," said the Deputy Prime Minister for Reconstruction of Ukraine - Minister of Community Development, Territories and Infrastructure.

In addition, Kubrakov emphasized that it is necessary to complete the decentralization reform, because over the past 7 years, thanks to decentralization, local communities have received significant development, but along with opportunities, communities must also receive responsibility. "At the same time, we definitely have to put things in order in the field of energy efficiency. The first and foremost thing is thermal modernization," he concluded.

We will remind that it was previously reported that the Ministry of Community and Territorial Development and the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine may join the Ministry of Infrastructure.
