ICAO calls on the Russian Federation to immediately stop violations of international aviation regulations

The International Civil Aviation Organization (ICAO) urges the Russian Federation not toit is urgent to stop violations of international aviation rules in order to preserve the safety of civil aviation. The ICAO decision refers to the violation of Ukraine's sovereign airspace in the context of Russia's aggressive war, as well as the deliberate and persistent violation of several security requirements in an attempt by the Russian government to circumvent EU sanctions. These actions include the illegal dual registration in Russia of aircraft stolen from leasing companies and allowing Russian airlines to operate these aircraft on international routes without a valid Certificate of Airworthiness, which is a necessary safety certificate.

Adina Valean, Commissioner for Transport, said: "It is extremely important for all countries to protect a system based on international aviation rules for the safety of passengers and crew. Russia continues to disregard the basic rules of international aviation and instructs its airlines to operate against these rules. I welcome the clear condemnation of the ICAO Council, which reflects the seriousness of the actions taken by Russia. »

Josep Borrell, High Representative/Vice President, said: “The purpose of EU sanctions, in addition to all our other actions, is to stop Russia's reckless and inhumane invasion of Ukraine. In this context, I welcome the ICAO report, which points to yet another example of Russia's blatant disregard for international rules and standards, putting the lives of people, including Russian citizens, at risk.

ICAO reported that 193 member states reported Russia's clear non-compliance with important international aviation law and offered to bring this issue to the next General Assembly, which will be held from September 27 to October 7, 2022.
