The strategy for the development of industrial parks until 2030 was adopted
On February 24, 2023, the Cabinet of Ministers of Ukraine adopted the Strategy for the Development of Industrial Parks until 2030.
This decision is designed to speed up the transformation of industrial parks into drivers of economic growth for the country, the Ministry of Economy of Ukraine said in a statement.
"The government is interested in accelerating the development of industrial parks, as many of them are at the initial stage of development and do not receive enough attention from the relevant communities in the regions. Therefore, the adopted strategy aims to create a clear road map for the development of industrial parks and support the economic growth of the country, providing a favorable environment for business activity," stressed the First Deputy Prime Minister - Minister of Economy of Ukraine Yulia Svyridenko.
The eco-industrial park model provides for the implementation of the principles of sustainable development, circular economy approaches, resource-efficient and clean production, reduction of the negative impact caused by pollution of the environment, improvement of the efficiency of the use of resources and waste, in particular by creating closed cycles of their use and industrial symbiosis, the use of energy from renewable sources, improving the quality of the social component both within the park and outside it, in particular on a local and regional scale, improving the quality of management at the park level.
As of February 2023, according to the ministry, management companies have been selected for 40 of the 61 industrial parks included in the Register of Industrial (Industrial) Parks, and 18 industrial parks already have participants and other entities. Insignificant rates of development of industrial parks do not allow potential participants to get access to quality proposals for the location of their production facilities.
The strategy for the development of industrial parks until 2030 is aimed at balancing the economic, social and environmental dimensions for a sustainabledevelopment of the national economy and includes a set of measures aimed, in particular, at:
• improvement of the legal basis for the creation, functioning and development of industrial parks, which should also contribute to the transformation of industrial parks according to the eco-industrial park model;
• optimization and development of the network of industrial parks taking into account priorities, current and prospective needs of business, territorial communities and the state;
• strengthening cooperation with relevant international, governmental and non-governmental organizations, national and foreign partners in the field of ensuring the functioning of industrial parks and attracting investments;
• promoting the formation and application of industrial park management practices that correspond to the best global approaches in this field;
• ensuring the institutional development of the system of formation and implementation of state policy regarding the creation and operation of industrial parks, based on self-regulation.
