One of the reasons for the protest by Polish entrepreneurs in the transport industry is the introduction of the so-called system by the Ukrainian side. electronic queue. This led to a significant extension of the waiting time for vehicles registered in the European Union, which were returning from Ukraine with an empty vehicle to the Ukraine-EU border crossing. This, in turn, makes it impossible to fulfill further orders and reduces the competitiveness of companies. In addition, according to the protesters, the new system allows unequal treatment of carriers from Ukraine and Poland.
Minister Andrzej Adamczyk called for urgent measures to be taken to fulfill the demands of Polish truck carriers, for which the Ukrainian side is responsible. Therefore, the idea is to eliminate mandatory registration in the electronic queue of vehicles returning from Ukraine to the EU without cargo, at least at two checkpoints: Zosin-Uscilug and Nižankovice-Malhovice. The Minister expressed hope that the Council of Ministers of Ukraine will accept this appeal, as it will be an action aimed at the well-being of Ukrainian and Polish drivers, transporters and entrepreneurs from other sectors of the economy.
However, the protestcarriers demand, first of all, the restoration of permits for international transportation, which were canceled according to the agreement between the European Union and Ukraine, effective from July 1, 2022. That is why Minister Andrzej Adamczyk turned to Adina Valean - the European Commissioner for Transport is creating a joint committee to analyze the impact of this agreement on the EU road transport market. It is about the actions provided for by Art. 7 of the Agreement between the European Union and Ukraine, and such a committee may include representatives of the parties to this Agreement. Member countries, including Poland, have only an observer role in such a committee. In his speech to Commissioner Valyan, Minister Adamchyk mentioned, among other things: problems related to compliance with the terms of the contract by transporters from Ukraine, and the number of violations of rules by Ukrainian transporters detected by the Motor Transport Inspectorate of Poland.
In addition, the Minister of Infrastructure of the Republic of Poland appealed to Commissioner Valyan and the President of the European Commission, Ursula von der Leyen, with a request to support his appeal to the Government of Ukraine regarding the deactivation of the electronic queue system.
These actions are a continuation of the efforts of the Ministry of Infrastructure, which have been made since the beginning of the protest, to eliminate its causes, which lie in Ukraine and the European Union.
Preparations are underway for the meeting of the EU Transport Council, which will take place on December 4, 2023 in Brussels. A corresponding proposal is being prepared so that one of the main topics of the negotiations is the discussion of the consequences of this agreement. According to the Ministry of Infrastructure of Poland, the EU authorities needed to assess the effects of the implementation of the agreement between Ukraine and the EU, as well as changes in its content, necessary to maintain the stability of the transport market in individual member states of the community.
