CDS.UA (Customs Decision System) is an automated system that will process the decisions of customs authorities. It is one of the IT systems provided for in the Long-term National Strategic Plan for Digital Development, Digital Transformation and Digitalization of the State Customs Service and is part of Ukraine's preparation for joining the EU.
CDS.UA is similar to the European Customs Decision System, which was created by the European Commission to implement joint customs processes on the territory of member states in accordance with the Customs Code of the European Union. It will replicate the data models and data exchange formats used in the EU.
The implementation of CDS.UA will increase the efficiency and speed of customs control, reduce the related administrative and financial costs of business entities in the process of foreign economic activity.
CDS.UA will be integrated with existing customs systems, which will provide business entities with convenient tools for obtaining decisions from customs authorities.
The functionality of the system will provide the following 10 types of decisions in the form of electronic documents:
1) AEO authorizations;
2) authorization to apply simplifications (including transit simplifications);
3) registration of the guarantor;
4) authorization to apply the procedure for final use of goods;
as well as permits for the following types of activities:
5) customs brokerage activity;
6) opening and operation of a duty-free shop;
7) opening and operation of a customs warehouse;
opening and operation of a commercial or service-type free customs zone;
9) opening and operation of a temporary storage facility;
10) opening and operation of the cargo customs complex.
Currently, information on authorizations previously granted by the State Customs Service is being entered into the CDS.UA PIC, and intermediate testing is being conducted.
Already at the beginning of December 2024, the "CDS.UA" PIC will be put into trial operation in terms of AEO authorization and authorization for the application of simplifications (including transit simplifications), that is, 2 types of solutions out of 10 will be implemented.
