On February 25, the Cabinet of Ministers of Ukraine allowed enterprises that have not yet confirmed their criticality and rebooked employees to do so until March 31. Until this date, the reservations of employees of such enterprises will remain valid.
In addition, enterprises that have updated their criticality status can book employees until April 1 without a 72-hour data processing, which significantly speeds up the process.
“The government is extending the transition period for updating the status of critical enterprises until March 31, leaving current booking decisions in effect. Due to the difficulties caused by Russian cyberattacks at the beginning of the year, we have extended the opportunity to both submit documents for updating criticality and rebook employees. It is important for us that everyone who needs additional time is given this opportunity. Reservations are an important component of the effective operation of the economy, as analytics show that 12% of enterprises have critical status, but they brought in 67% of the income of all enterprises in the country in 2022-2023,” said the First Deputy Prime Minister and Minister of Economy of Ukraine Yulia Svyrydenko.
We remind you that you can submit an application for employee reservations exclusively through the Diya portal. This means that enterprise managers no longer need to issue paper orders - the process takes place entirely in electronic format. Important: if an employee has already been booked, the previous reservation must be canceled before submitting a new application.
How to submit an application for employee reservations through Diya
1. Log in to the Diya portal.
2. Select the “Employee Reservation” service and click “Submit an application”.
3. Enter the necessary employee data.
4. Confirm the level of their salary.
5. Check the application and sign it (this must be done by the head of the enterprise or an authorized signatory).
6. Wait for the result - a notification about the application review will be sent to your email and the Diya portal.
The confirmed reservation will be displayed in the Reserve+ application. If the reservation is made after updating the status of a critical enterprise, it will be valid for the period of criticality - up to 1 year.
We remind you that the status of a critical enterprise can be obtained by companies that meet three criteria defined by the government. Two of them are mandatory:
• average salary of employees of at least 20,000 UAH;
• absence of arrears in taxes and social security contributions.
The third criterion is one of the following:
• payment of taxes and fees in excess of 1.5 million euros per year (equivalent in hryvnias);
• foreign exchange receipts in excess of 32 million euros per year (excluding loans and credits);
• strategic importance for the economy and security of the state (determined by the government list, PCMU No. 83 dated 04.03.2015);
• important importance for a separate sector of the economy or territorial community (criteria are determined by the relevant state bodies, OVA);
• resident status of Diia.City;
• supply of electronic communication services with a certain level of income.
How to obtain the status of a critically important enterprise
1. Determine the relevant body (Ministry of Energy, Ministry of Digital Affairs, Ministry of Agriculture, etc.).
2. Prepare and submit documents (financial reports, certificates of salary and tax discipline).
3. Submit an application to the relevant body and wait for a decision (up to 10 business days).
4. Receive official confirmation.
The service is implemented by the Ministry of Economy with the Ministry of Digital Transformation and the Ministry of Defense of Ukraine. The modernization of the service is being carried out thanks to the "Diya Support Project", implemented by the United Nations Development Program in Ukraine with the support of Sweden.
