HISTORY OF THE UKRZOVNISHTRANS ASSOCIATION
The history of the Association's creation begins in 1992, when in Odessa, on February 17, 12 transport and forwarding enterprises of the former "Soyuzzovnishtrans" of the USSR Ministry of Foreign Trade adopted a decision to establish the Association of Transport and Forwarding Organizations of Ukraine "Ukrzovnishtrans".
At this constituent meeting, the Charter of the Association was adopted and the first President of the Association was elected Korenchuk Leonid Gavrilovich - General Director of the State Enterprise "Illichivskzovnishtrans", and the General Director was appointed Lykhodeya Ivan Oleksiyovychan, at that time he was the General Director of "Kyivzovnishtrans".
On May 22, 1992, the Charter of the Association was registered. This date is the starting point for the beginning of the work of the Association "Ukrzovnishtrans".
After the tragic death of Korenchuk L. K. from February 1997 to December 2011. The President of the Association was Boris Konstantinovich Mikheev, Director of the enterprise "Odesovneshtrans".
The next stage in the development of the Association was the development of the draft Resolution of the Cabinet of Ministers of Ukraine No. 770 "On transport and forwarding services for foreign trade and transit cargo", which was adopted on September 21, 1993. The participants of the Association "Ukrzovnishtrans" took an active part in the development of which this Resolution contributed to the development of transport and forwarding activities in Ukraine until the adoption of the Law "On transport and forwarding activities".
The further development of the Association "Ukrzovnishtrans" is associated with its entry in May 2004 into the world organization of the International Federation of Freight Forwarding Associations FIATA. FIATA is one of the largest non-governmental organizations in the field of transport, which has over 2,700 members and represents the interests of over 40,000 forwarding companies in 151 countries of the world.
In 1995, the Charter of the Association was approved in a new edition. With the adoption of the Charter in a revised edition, the systematic work of the Executive Directorate of the Association began to fulfill the tasks assigned to it. According to the Charter, the main tasks of the Association were:
-protection of the legitimate interests of the Association's participants;
-transport and forwarding services of goods in the territory of Ukraine and abroad, including the organization of cargo transportation by sea, water, rail, road and air transport in direct and mixed connections, storage, packaging, acceptance and delivery of goods, fulfillment of customs formalities. Production of necessary operations for export and import of transport services. performance of services of the operator of international mixed transportation;
-establishment of international cooperation in the field of transport and forwarding activities;
-increasing the competitiveness of enterprises that are part of the Association.
-professional training of forwarders.
From 1997 to 2005, the Executive Directorate's efforts were aimed at improving the level of freight forwarding services provided in accordance with world standards.
To implement this, on September 1, 1998, a License Agreement was signed with the FIATA Secretariat for the right to reproduce and use FIATA documents and forms by the Association's members.
In accordance with the requirements of the License Agreement, at a meeting of the Board of Directors on August 6, 1998, the Instructions for the preparation and use of FIATA documents and forms were approved.
Having their own documents based on uniform standard conditions and recognized by official bodies such as the International Chamber of Commerce in Paris, the Association's freight forwarding companies have important tools for improving the image of the freight forwarding profession.
Today, very satisfactory results have been obtained in the use of FIATA documents, they are used in calculations, are recognized by many national and foreign banks, and are well appreciated in trade.
The work carried out by the Ukrzovnishtrans Association is aimed at ensuring that the forwarding industry, as an organizer of transport work, is generally recognized as an indispensable link between production and consumers.
Therefore, the Association's activities are aimed at developing and actively participating in the consideration of draft legislative acts of Ukraine on issues regulating transport and forwarding activities.
The Ukrzovnishtrans Association was the initiator of the development and adoption by the Verkhovna Rada of the Law "On Transit of Goods" on October 20, 1999, No. 1172-XIV.
Took an active part in the final revision of the Law of Ukraine “On the introduction of a single fee charged at checkpoints across the state border of Ukraine”, which was adopted on November 4, 1999 N 1212-XIV.
The adoption of the above-mentioned laws of Ukraine created more favorable conditions for freight forwarders to organize the transportation of expert-import and transit cargo.
The formation of the freight forwarding industry was also facilitated by the fact that for the first time in the main legal document - the Civil Code of Ukraine, thanks to our efforts, a separate section “Freight forwarding” appeared, which includes articles approving the Freight Forwarding Agreement. At the same time, the terminology adopted in the Civil Code of Ukraine corresponds to the terminology used in international forwarding relations, as well as the List of Sectoral Qualifications of Services of the World Trade Organization.
The crucial period in the Association's activities was the development of the draft (2000) and the adoption by the Verkhovna Rada of Ukraine on July 1, 2004 of the Law of Ukraine "On Transport and Forwarding Activities" No. 1955-V. On the recommendation of the Committee on Construction, Transport and Communications, during the final revision of the draft Law of Ukraine "On Transport and Forwarding Activities", the proposals of the Association "Ukrzovnishtrans" were taken into account.
Since 2006, the Association "Ukrzovnishtrans" has had stable working relations with international governmental and non-governmental organizations. There is a constant exchange of information with Associations of Kazakhstan. Friendly creative ties are maintained with representatives of the transport and logistics industries of Lithuania, Italy, Belgium, Germany, Canada, Australia, Singapore, Brazil and other forwarding companies. In our opinion, the joint work of professional forwarders using previous experience in the largest company - the Soyuzvishtrans forwarding concern, has allowed us to lay the foundation for the legal field of the transport and forwarding industry of Ukraine.
Professional training of forwarders.
One of the most important areas of activity of the Association is the professional training of forwarders. This area of activity is given special importance because Over the years, evolutionary changes have been taking place from mainly regional and national types of economic relations to the economy of the global field of action. The volumes of global movement of goods and services are increasing exponentially. Against this background, the Association's attention is drawn to transport logistics - a new basic discipline that organically complements the cycle of "market" fundamental disciplines: "Marketing", "Market of transport services and transport equipment", "Management" (in transport), "Personnel management" (in transport and transport), to radically revise such traditional training courses as applied mathematics, information, industry and enterprise management, technology of transport processes, organization of commercial work, industry economics, etc. Transport logistics has in no way replaced the above courses, it has laid a fundamentally new foundation for integrating entrepreneurship and business, because logistics is the technology of the future.
In the future, it is logistics that will enable many domestic transport enterprises to improve their financial affairs in the domestic and foreign markets, increase their rating and volumes of transportation and, finally, get rid of the humiliating role of subcontractors of leading foreign firms where their capabilities are much higher.
Increased demand in foreign markets is usually experienced by companies that offer new, more complete complexes of logistics and other types of services.
That is why professional training in the freight forwarding industry will be given great attention, because an international freight forwarder is an entity that performs a large number of different functions in the course of its activities and participates in various processes related to the organization of transportation, storage and transshipment of cargo. Having a certain level of knowledge and skills allows the forwarder to advise its clients on various issues related to the organization of international mixed transportation, to take into account many aspects and requirements when organizing transportation.
The Association members have access to the program "Professional Training of International Freight Forwarders" developed by JSC Plaske and defended at the meeting of the FIATA Advisory Council on Professional Training in September 2005.
In accordance with FIATA requirements, this program was improved and revalidated every four years.
The program reflects modern trends in the field of transport logistics and professional activities of international freight forwarding specialists, in particular, all modern minimum FIATA standards were taken into account when developing the program.
All students are provided with educational and methodological materials and special literature.
The courses are intended for insurance, logistics and transport companies, employees of banking institutions and customs authorities of Ukraine and foreign partners from Azerbaijan, Hungary, Kazakhstan, Moldova, Slovakia and Uzbekistan.
The full course combines theoretical training and production training. Knowledge and skills obtained in practical classes that simulate a real production situation can be successfully applied in practice in the future.
On the issues of further improving the organization of professional training for freight forwarders, we maintain close ties with FIATA, the European Association of Freight Forwarders, Carriers, Logistics and Customs Procedures (CLECAT) with the European Union under the Tacis TRACECA program, in particular, the implementation of the project "Training Courses for Freight Forwarders".
The Board of the Association expresses its deep gratitude to the company JSC PLASKE, which took on the main work of developing the training program, organizing the training center and involving highly professional lecturers in teaching.
