PARLIAMENTARY ASSEMBLY OF THE BLACK SEA ECONOMIC COOPERATION

The 67th Parliamentary Assembly of the Black Sea Economic Cooperation (PACES), which ended on July 1, 2026 in the village of Mepiskalaki, adopted important resolutions in the field of technological development of the Black Sea region and made strong statements on the protection of cultural heritage.
Key documents and decisions of the session
"Artificial Intelligence for Regional Cooperation: Innovation, Connectivity and Sustainable Development in the Black Sea Region". It sets out the principles for implementing digital technologies to improve logistics, ecology and economic interaction of the participating countries.
Joint statement on the protection of cultural heritage: The PABSEC Standing Committee submitted to the plenary session the draft "Joint statement of the Parliamentary Assembly of the BSEC on the Russian attack on the Kyiv-Pechersk Lavra". The document condemns the destruction of a UNESCO World Heritage Site, which is under enhanced protection.
Organizational documents: The PABSEC Budget for the 2027 financial year, the Final Report on the Assembly's Activities for the First Half of 2026, and the updated Calendar of Events were approved.
International initiatives of delegations
Representatives of 13 countries of the region participated in the session, including an active delegation of people's deputies of Ukraine (O. Marikovsky, L. Shpak, V. Ivchenko, etc.). The main initiatives in the international arena were divided into two key vectors:
Ukraine's initiative to increase sanctions pressure: The Ukrainian delegation focused on the diplomatic isolation of the Russian Federation in the Black Sea region. The main focus was on drawing attention to war crimes, the destruction of cultural and religious sites, as well as on continuing the suspension of Russia's participation in the PABSEC activities.
Georgia’s initiative on digitalization of the Black Sea Basin: The Georgian delegation, concluding its six-month presidency, promoted projects on integrating AI into customs, transport and logistics chains. The aim of the initiative is to transform the Black Sea region into a secure digital hub.
Greece’s initiative on sustainable development: Taking over the presidency for the next six months, the Greek side proposed to emphasize “green” technologies and the protection of the Black Sea ecosystem.
