On October 31, the reception of questionnaires from carriers for participation in the distribution of permits of the European Conference of Ministers of Transport (ECMT) was completed.
This year, 1,415 carriers expressed their intention to participate in the competition and submitted electronic questionnaires to Ukrtransbezpeka.
6,345 trucks of the Euro-5 environmental class and 14,875 of the Euro-6 environmental class were submitted for participation in the distribution of permits.
Note that 790 permits of the Euro-5 environmental class and 4,242 permits of the Euro-6 environmental class are subject to distribution for 2026. The corresponding distribution was established by the order of the Ministry of Development and Trade of Ukraine dated October 24, 2025 No. 1529
We also remind you that in accordance with the Procedure for conducting a competition for the distribution and issuance of ECMT permits, the competition for 2026 is conducted by Ukrtransbezpeka.
The next stage of the competition will be the publication of data on the number of trips to countries that have established restrictions on entry to their territory. territory under ECMT permits (Austria, Italy, Greece and Hungary) for 9 months of the current year. These data will be one of the criteria when distributing work rights to the relevant countries. The information will be published no later than November 10, 2025.
We remind you that this year all work rights to the countries will be distributed only for ECMT permits of the Euro-6 environmental category.
The result of the competition in accordance with the new version of the Procedure will be published no later than December 20.
Already in December, carriers to whom ECMT permits will be distributed will be able to enter information about their vehicles into the ECMT digital system. To do this, you will need to indicate the state license plate, VIN code of the vehicle and upload scanned copies of ECMT certificates. Please note that it will be necessary to enter information into the ECMT digital system only about those vehicles that will use ECMT permits.
