The European Commission (EC) intends to create a system of monitoring the change of flags of ships in order to learn about attempts to circumvent sanctions against the Russian Federation.
"The commission will establish a monitoring system, in particular, with the aim of assessing potential cases of evasion and circumvention of sanctions, such as changing the flags of ships," the draft version of the EC document says.
It also states that if, due to "sanctions evasion practices, significant damage to business begins to be recorded, the commission will propose measures to mitigate the adverse consequences."
On Tuesday, the post-presidencies of the EU member states agreed in advance on a new package of sanctions against Russia, including the legal basis for the further introduction of a price ceiling for Russian oil. According to the sources, "it is expected that the final version of the document will be approved at the post-pred level on Wednesday." However, no decision has yet been made on the actual price or price range of the future cap.
At the same time, a number of EU countries have expressed concern about the proposed measures, especially the part related to oil prices. Malta, Greece and Cyprus, whose fleets are involved in transporting Russian oil, are concerned about how the planned restrictions will affect shipping. Therefore, concessions are provided for these countries.
