IMPLEMENTATION OF E-TNT: THE MINISTRY OF DEVELOPMENT RESTORES PROJECT OPERATION

On November 3, 2025, applications from companies-operators of electronic document flow (EDO) for testing the Electronic Goods and Transport Invoice (e-TNT) System will begin.

This is necessary so that operators can be fully connected to the System and provide business services for the formation and use of electronic TNTs.

Starting in December, businesses will be able to use e-TTN from operators that will be connected to the System by that time.

To launch the project, the Ministry of Development and Trade team has developed a roadmap for the implementation and gradual introduction of e-TTN.

The State Enterprise “Industrial Center for Digitalization and Cybersecurity” has been designated as the technical administrator of the e-TTN System.

The authorization procedure for EDO operators is determined by the Procedure for the Operation of the e-TTN System. A checklist for operators has been prepared for prompt connection to testing of the System. These are industry and technical requirements that an EDO operator must meet in order to use the e-TTN System.

Thus, after the operators join, the first electronic freight and transport invoices are expected to be registered in the e-TTN system in December 2025.

In parallel with this, the team of the Ministry of Development, Ukrtransbezpeka and the technical administrator are synchronizing the systems so that in December, Ukrtransbezpeka inspectors can fully check electronic TTNs without the need to have paper versions of TTNs on board the truck. That is, the electronic TTN will have the same force as the paper one. Thus, there will be no need to duplicate versions, and one TTN can be used.

Also, by May 2026, it is planned to ensure the possibility of using TTN adjustment acts in the System and complete the main part of the modernization of the e-TTN System.

The work on the use of special e-TTN forms is planned to be completed by the end of 2026.

The result of the modernization of the e-TTN System should be the ability to process at least 1 million transactions per day, as well as the ability to scale the System at the request of the business.

In parallel with this, the Ministry of Development, together with business and people's deputies, plans to regulate the mandatory use of electronic TTN at the legislative level. Previously, by the end of 2026, it is planned to determine the dates for the introduction of mandatory e-TTN for transportation, as well as opportunities for a transitional period.

The introduction of the e-TTN System will solve a number of problems for both business and the state. In particular, for companies that are forced to use paper versions of TTN, this will save resources, reduce the cost of document circulation and speed up settlement operations between the parties. For the state, e-TTN is transparency in transportation. Thanks to a single digital system, the state will have mechanisms to prevent illegal transportation, road congestion and tax evasion.
