LITHUANIA: PARLIAMENT POSTPONED IMPLEMENTATION OF E-TOLLING SYSTEM UNTIL 2027

The Lithuanian Parliament supported the postponement of the implementation of the electronic toll collection system until 2027. The decision was made by a majority vote. At the same time, new proportions for the distribution of funds between state and local roads were approved.

The Parliament decided to postpone the entry into force of the provisions of the Road Financing and Development Program (KMDP) and the Roads Law relating to the electronic toll collection system. Initially, the system was planned to start operating from the beginning of 2026. The Parliament also approved the amendments proposed by the Government to the Law on Financing National Roads and Infrastructure (KPPP). From 2026, 52.7% of all KPPP funds will be allocated to national roads, and 47.3% to local roads. In 2025, the distribution of funds is 62% to national roads and 38% to local roads.

The electronic toll collection system is part of the Road Fund project adopted at the last session of the Sejm. The fund will start operating from January 1 next year and will operate in parallel with the KPPP program. Until the launch of e-tolling, vignettes will remain the main source of revenue.

According to the draft state budget, financing of highways next year will amount to EUR 815.5 million. Of this amount, EUR 178.8 million is allocated to the State Road Fund, EUR 436.6 million to the Road Maintenance and Development Program. The European Union’s financial support amounts to €200.1 million.

The implementation of the electronic toll collection system is linked to the requirements of the Economic Recovery and Resilience Fund (RRF) plan. Without meeting the relevant indicators, Lithuania would not have been able to receive €174 million from European funds. The government is currently considering the possibility of excluding the reform from the RRF plan and replacing it with another one to reduce the risk of losing funding.
