Meeting of the Committee on Transport and Infrastructure
On August 30, a meeting of the Committee on Transport and Infrastructure was held with the participation of People's Deputies of Ukraine - members of the Committee, representatives of the Ministry of Infrastructure of Ukraine and the State Aviation Service.
The People's Deputies of Ukraine considered and decided to adopt as a basis and as a whole the draft Law of Ukraine "On Amending Article 12 of the Air Code of Ukraine Regarding Ensuring the Stable Functioning of the State Specialized Fund for Financing State-Wide Expenses for Aviation Activities and Ukraine's Participation in International Aviation Organizations" (No. 7559 ).
In accordance with the Agenda, the Committee considered 33 proposals and amendments from 7 subjects of the legislative initiative, prepared for the second reading of the Draft Law "On Amendments to Certain Legislative Acts of Ukraine for the Purpose of Development of General Purpose Aviation, Adaptation of Ukrainian Legislation to European Union Legislation in the Field of Civil aviation, establishment of additional mechanisms for effective control over ensuring aviation safety and deregulation of economic activity in the field of civil aviation" (No. 6405).
At the meeting, it was considered and a decision was made to adopt as a basis the draft Law "On Amendments to the Code of Ukraine on Administrative Offenses Regarding the Introduction of Administrative Liability in the Field of Training and Admission of Drivers to Drive Vehicles" (No. 7354), which provides for the introduction of grounds for administrative liability officials of institutions that train, retrain and improve the qualifications of drivers of vehicles, and officials, in particular of territorial service centers of the Ministry of Internal Affairs, during the state accreditation of such institutions (driving schools), attestation of their specialists and admission of persons to drive vehicles (acceptance of theoretical and practical exams, registration or issuance of a driver's license).
In the final provisions of the draft law, it is proposed to amend Article 15 of the Law of Ukraine "On Road Traffic" to provide persons wishing to obtain the right to drive vehicles of the appropriate category or type, the opportunity to self-prepare from the theoretical part to pass the relevant exams.
People's deputies of Ukraine - members of the Committee approved the Work Plan for the eighth session of the Verkhovna Rada of Ukraine of the ninth convocation (September 2022 - January 2023) and proposals for the draft agenda of the eighth session of the Verkhovna Rada of Ukraine of the ninth convocation.
