The Ministry of Community and Territorial Development of Ukraine held a working meeting with representatives of the International Bank for Reconstruction and Development (IBRD) of the World Bank Group to discuss the current status of implementation of key projects in the field of transport logistics. Deputy Minister Maryna Denysiuk joined the meeting from the Ministry of Development.
These are the projects “Restoration of Critical Logistics Infrastructure and Network Connectivity (RELINC)” and “Creating Resilient Infrastructure in Vulnerable Environments in Ukraine (DRIVE)”.
The participants of the meeting analyzed the progress achieved, discussed the possibility of restructuring the RELINC project to attract additional funding, as well as the need to speed up procedures and increase the efficiency of the work of implementing agencies.
“We consider a clear project management plan as a fundamental tool to ensure transparency and consistency in the implementation process. Each stage, especially regarding the review of documentation, should have clear and realistic deadlines to avoid delays and guarantee the quality of the final result,” said Maryna Denysiuk.
The RELINC transport logistics rehabilitation project, which covers railways, ports and road infrastructure, is in the active implementation phase: major procurement and equipment contracts have been concluded or are in the process of being completed.
The parties discussed the approval of the application for additional Phase 3 financing in the amount of 70 million USD through the Ukraine Investment Framework (UIF) mechanism and the status of raising fundsc. The Ministry of Development was also asked to consider the possibility of allocating additional grant funding for the purchase of protection for railway and port facilities.
The parties also discussed the status of the implementation of the DRIVE project and, in particular, the installation of modular bridges. The participants agreed on further active communication and joint control over key procedures.
