The launch of the service takes place within the framework of the reform of the certification of seafarers, which is jointly implemented by the Ministry of Reconstruction, the Ministry of Digital Transformation of Ukraine and the USAID / UK aid project TAPAS Project/Transparency and accountability in public administration and services.
"Yesterday, Ukrainian sailors got the opportunity to use diploma services transparently and without corruption, and today they can join the beta testing of the document processing service on the Diya portal.
We are starting to receive seafarers' qualification documents online through the Diya portal. We start with the testing stage. I know that the maritime community has been waiting for this service - because it is about convenience, speed, remoteness and most importantly - it completely eliminates the corruption component.
And no matter how much those who have been deprived of illegal earnings from seafarers resist, we continue the reform of certification of seafarers, which is provided for by Government Resolution 1499," said Oleksandr Kubrakov, Deputy Prime Minister for the Reconstruction of Ukraine - Minister of Community Development, Territories and infrastructure.
Note that thanks to this service, a full list of services will be available to seafarers, in particular:
◾️ submission of an application for the assignment or confirmation of a title/qualification (a diploma and its confirmation, certificates of competence and a certificate of special training are already available in the beta test);
◾️ registration for computer testing (CES 6.0);
◾️ receiving an electronic qualification document in your personal account;
◾️ filing an appeal in case of refusal.
The seaman's documents will be processed remotely by the Shipping Administration, every step of the waywhose employee will be fixed.
After checking, a ready qualification document will appear in the sailor's office in electronic form. If necessary, the ordered documents can be picked up directly from the Shipping Administration and the State Enterprise Morrichservice.

Graduates of maritime universities, as well as captains or crew members of marine and mixed sailing vessels can take part in beta testing.
Note that in addition to reforming the field of seafarers' certification, with the support of USAID / UK aid project "Transparency and Accountability in Public Administration and Services/TAPAS", work continues on digitalization of construction processes and urban planning reform in general.
In particular, one of the key laws for successful restoration #5655 was developed, which is aimed at reducing corruption in obtaining permits, increasing responsibility for illegal actions and expanding the powers of local authorities to monitor and control construction sites.
