The Parliament adopted the Law on the Customs Tariff
The Verkhovna Rada adopted draft law No. 7737 as a whole, which brings the Customs Tariff of Ukraine into compliance with the requirements of the International Convention on the Harmonized System of Description and Coding of Goods in the 2022 version, the State Customs Service of Ukraine reported.
289 People's Deputies voted for the adoption of the relevant bills in the second reading. The main goal of the new law is the transition from the 2017 classification of goods to the 2022 classification, which is already used by Ukraine's main trading partners.
"The current Customs Tariff of Ukraine is built on the basis of the sixth edition of the Harmonized System of Description and Coding of Goods, version 2017, while the application of tariff and non-tariff regulation measures in most countries of the world, in particular in the EU countries, from January 1, 2022 is carried out on the basis of the modern seventh edition of the GS -2022", the text of the draft law states.
In this connection, a number of complications arise, related, in particular, to discrepancies in the commodity codes of the exporting country and Ukraine during customs clearance of imported products, as well as the impossibility of comparing customs statistics.
With the entry into force of the new Customs Tariff, the statistical system of Ukraine will be adapted to international methods, standards and classification; standardized foreign trade documentation, at the same time, there is no change in import duty rates on goods, only a change in the classification of individual goods.
The State Customs Service noted that the innovations will contribute to reducing time spent on customs clearance of goods, associated with the need to re-description, classification and coding of goods when they are transferred from one system to another in the process of international trade, as well as increase revenues to the State Budget of Ukraine in connection in connection with the revitalization and development of international trade in goods.
